Every product is not for every race. Joans hair is nappy, it looks like she is going for what they call a "natural" look, -no chemicals. Looks like joan may get a light press (hot comb) and use rollers at night. You might do some research on a texturizer-its not straight like a perm, but it will help you better manage course hair. Yes, anyone can get a perm. I know of a few blk women that get them to make the curls in their hair bigger rather than the tight curls

permanent what? there is permanent colour and permanent (normally) wave/straightening

it doesn't matter what race you are the products that are available today are designed to do hair from any nationality and they can all be made to look similar. i don't know the girl you are referring to but sometimes in television it is not a permanent ave but the hair has been set and dried in rollers go give it a lustrous and bouncy full look
