For a good result you will more than likely have to dye it but could also use a soapcap (diluted bleach mix) and then a lilac toner (removes any yellow tones left behind after bleaching to give a white base).

Its almost impossible to lighten dark hair (the pepper parts) without using some kind of chemical - at least with a soapcap its not as harmful as normal bleach as its diluted - check it regularly and if using a toner afterwards you can get some veggie ones like Special Effects and Manic Panic - these will condition your hair rather than har it further. These toners are only needed if you have yellow tones left in your hair and dont leave toner on too long or it will start to take on a lilac tint.
